Comments:
The licensing inspector conducted an unannounced complaint inspection in response to a complaint that was received by the licensing department on January 23, 2020 regarding physical plant and nutrition. In addition to the initial complaint, the department received complaints regarding ratios, physical plant and nutrition on January 24, 2020 and January 27, 2020. The inspection was initiated on January 29, 2020 and completed on February 5, 2020. On February 5, 2020, the inspector was on site from 9:05am to 11:15am. Interviews with staff were completed, observations were made in the center, and documentation was reviewed.

The preponderance of the evidence gathered during the investigation does not support the allegation; therefore, the complaint is determined to be not valid. Though not a part of the original complaint, there were violations found during the inspection regarding hazardous substances and infant care. See the violation notice for more details.

Description: Based on observation, the center did not ensure that hazardous substances such as cleaning materials were kept in a locked place using a safe locking method that prevents access by children.
Evidence:
1. There was a jar of bleach located in an unlocked cabinet in the orange birds bathroom. The cabinet was out of the reach of children in care.
2. There was a container of disinfectant wipes located on top of a cabinet in the Green Birds classroom out of the reach of children in care.

Description: Based on observation, the center did not ensure when a child is placed in an infant seat or high chair, the protective belt was fastened securely.
Evidence:
There were four infants located in a feeding table without the protective belts fastened.
